Our Leadership Staff

	Walter Philips, Executive Director/CEO Walter Philips has been at the helm of San Diego Youth Services as its Executive Director/CEO since July of 2000. The agency is a major provider of comprehensive services for homeless, abused and at-risk youth, their families and communities. Walter has worked in San Diego County as a social worker for two decades, including over 15 years in administrative leadership positions in community based non-profit and managed care agencies. In addition to his administrative and managed care expertise, Walter has extensive experience with youth programs including residential, prevention, mental health, drug and alcohol treatment, and domestic violence. He has also been a foster parent. 	Steven Jella, Associate Executive Director Steven is a registered psychologist, licensed Marriage & Family Therapist and a Clinical Member in the American Association for Marriage and Family Therapy (AAMFT). He is the director of prevention and early intervention services with San Diego Youth Services where he manages staff, grant writes, and facilitates therapeutic services including the training of interns. His clinical interests include family therapy, self-injurious behaviors, eating disorders, substance abuse, clinical hypnosis, strategic family therapy, psychometrics, bullying, and victims of abuse. Steven has presented his research at numerous international conferences and around the United States, winning the AAMFT Outstanding Dissertation of the year award for 2008 for his work with the family dynamics of self-injuring youth. 	Angie Tran, Chief Financial Officer Angie is responsible for the management and oversight of the business operations of San Diego Youth Services. She has over 25 years of experience managing the overall business administration in both for-profit and non-profit agencies. She holds an M.S. degree in Business Administration with an emphasis in Accounting. Angie currently serves as a Trustee on the Board of Directors for Bayside Community Services. She remains active in financial healthcare organizations as a member of Hospital Financial Management Association (HFMA) and CFO Round Table.
